Land use decision-making is the process that leads to a choice between a set of alternatives, which have to satisfy certain objectives. These objectives are typically conflicting. This applies to the northern Nile delta coastal zone, which is undergoing severe changes in its land cover, shorelines with further conflicts of possible future sea level rise and land inundation threat. The Northern Nile delta coastal zone has a high ecological value as it contains a national park rich in biodiversity. It also contains several wetlands in addition to the coastal sand dunes. Numerous factors determine the suitability of a land for urban development. The question is how to solve the complex issues in a simple and comprehensive approach. This is the basic concept of which this thesis attempts to find a solution. This thesis utilizes the techniques of RS and GIS to perform a strategic land suitability analysis and a Strategic environmental assessment of a zoning plan proposed by the General Organization for Physical Planning (GOPP) for developing the region. Land suitability analysis in this study is based on the land’s potentials, restrictions and the future sea level rise threat. The GOPP’s plan is overlayed with the result of the land suitability model for conducting a strategic environmental assessment and observation of any conflict zones. Results and discussions of the plan assessment are performed for each of the four sub-regions of the zoning plan as well as the whole region and the overall recommendations are concluded. The GOPP’s zoning plan is found to shift from the suitability model result. An Alternative solution is proposed based on the land suitability model output and land resource inventory. Applying the GIS techniques in assessing the northern Nile delta-zoning plan, proved to be a most convenient method. It allowed for assessing and aggregating various factors that determine the land suitability for development. It provided a short and long-term validity that a specific location has for fitting a particular development in a region with an expected future threat (sea level rise). It is also a broad step towards producing sustainable land use plans .
